Louisiana oil rain, a possible phenomenon?

During the economic crisis, raining petrol from the sky would be regarded as a bless but the inhabitants from River Ridge, near New Orleans, have been rather shocked when the oil raining phenomenon really happened in their area. A video footage is debated in USA but a clear conclusion was not drawn at the moment. According to the American Agency of Meteorology, cited by 10connects.com, there are always chances for the water vapors to carry away oil particles but the notion of black rain is not possible; therefore the main question was if the oil spill in the Gulf of Mexico could initiate a black rain. Another website, Jalopnik.com describes in its analysis, that the oil can not evaporate but the dispersing agents could make possible that part of the oil vapors to mix with those of water.
